A budget organized by GL category invites one question: why is this so expensive? Organize it by service and the meeting changes character.

When the line items are "compute" and "licenses," every conversation is a cost conversation. When the line items are the business services those dollars fund, the same meeting becomes a portfolio review: which services earn more investment, which should shrink, which the business would pay for twice.

That reframe is the whole job. A technology org that can name its services, price them, and defend them is a product org, whatever the org chart says.
